To obtain your Arkansas DMV learner’s permit, you must pass a vision screening and the written permit knowledge test. The test consists of 25 multiple-choice questions covering traffic laws, road signs and markings, safe driving practices, driving under adverse conditions, and sharing the road, as outlined in the state’s Arkansas DMV 2026 Driver’s Manual. To pass, you must score at least 80% (20 correct responses).

Once you feel prepared, go to the DMV with your Social Security number, proof of legal presence (birth certificate), proof of identity, and proof of Arkansas residency. If you’re under 18, also bring proof of school enrollment and your parent or guardian to give their signed consent. A guardian whom you bring must provide proof of their relationship to you. Submit the documents, pass a vision screening, pay the fee, and take the official written test.

If you fail the knowledge test, you must wait 5 calendar days and pay a retest fee.

Arkansas’s Graduated Driver’s License (GDL) program presents driving privileges incrementally to minors by way of an instruction permit, intermediate license, and full license. The instruction permit is granted to teens at least 14 years of age who pass the vision screening and written knowledge test. Permit holders must be accompanied by a licensed adult who is at least 21 years old and seated in the front passenger seat. After holding the permit for at least six months and turning 16, the driver can take the skills test to qualify for an intermediate license. In this phase, the driver is not permitted to drive between 11 PM and 4 AM without a supervised driver unless for a school, church, or work event. During the first six months, drivers are limited to one unrelated passenger and must not use mobile devices (including hands-free options).

Full driving privileges are granted once the driver turns 18 and has maintained their intermediate license for at least one year with no violations. In Arkansas, what most people call the “DMV” is officially the DFA (Department of Finance and Administration).

Adverse Conditions

Headlights are required when windshield wipers are running, not just when visibility is low. On wet roads, reduce speed and increase following distance to at least 6 seconds; tire traction begins to drop at highway speeds even in light rain. If the vehicle hydroplanes, release the accelerator smoothly and steer straight - do not brake.

Traffic Signals

A flashing red signal requires a complete stop and yield before proceeding, identical to a stop sign. A flashing yellow signal means slow down and proceed only when it is safe - it does not require a stop. When a traffic light is out of operation, all drivers at the intersection must treat it as a four-way stop.

Emergency Situations

If a front tire blows, the vehicle will pull toward the blown tire; steer against the pull and ease off the accelerator before braking. If a rear tire blows, the rear of the vehicle will fishtail; hold the wheel firmly, do not brake, and allow the vehicle to slow on its own before applying gentle braking. Never use cruise control on wet or icy roads.

Arkansas's default speed limit is 55 mph on undivided highways outside of urban areas. In school zones, the speed limit applies when school is in session, children are present, or flashing lights are active - not just during posted hours. Fines in work zones are doubled when workers are present.

Signal at least 100 feet before changing lanes. Passing on a two-lane road is prohibited within 100 feet of an intersection, railroad crossing, bridge, or tunnel. After completing a pass, return to the right lane before coming within 200 feet of oncoming traffic.

Complete hands-free ban for drivers 16-17

All phone use is prohibited for intermediate license holders, including hands-free calls and speakerphone. This is one of the strictest teen phone laws in the US; most states only ban handheld use and allow hands-free options.

Learner's license expires on the 16th birthday

Unlike most states that issue a learner's permit for a fixed term (usually 12-24 months), Arkansas ties the expiration of the learner's license to the applicant's 16th birthday. The intermediate license then expires on the 18th birthday. This age-based expiration system is unique to Arkansas.

Two-agency testing process

The Arkansas State Police (DPS) administers knowledge and skills tests at exam stations. The Department of Finance and Administration (DFA) issues the actual license at a separate office. Applicants may need to visit two different locations on their licensing day.

GDL bypass for certain 16-year-olds

Teens who have graduated (diploma or GED), are married, have enlisted in the military, or have been legally emancipated can skip the intermediate license stage entirely at age 16 and proceed directly to a full license.

Good resource, not only for knowledge test!
I used it for my Arkansas knowledge test. I used around one month to complete all the practice questions and mock driving. It helped a lot. When I took the knowledge test today, 90% of the questions were practiced here. So I used 4 mins in my exam day and passed. I know some questions in the DMV test can be pretty obvious and easy, like just showing you a picture of traffic light and ask you what it is. However, fully understand the traffic sign and traffic rules are crucial for driving, not only for the test.
