MOST SERVICES OFFERED BY APPOINTMENT ONLY
For public safety, we encourage continued use of online, mail-in, or kiosk processes.
Temporarily, we ask that you renew credentials no earlier than three months prior to allow us to assist those with greatest needs first.
Openings are added regularly, so please check back often for additional times.

MAKE AN APPOINTMENT FOR IN-OFFICE SERVICES
- Waianae Driver Licensing Center temporarily closed until further notice. Waianae appointments will be honored at Kapolei Driver Licensing Center or contact Kapolei Driver Licensing Center to reschedule.
- Next-day appointments are added daily at 4:15 p.m. at all driver licensing centers, except Waianae and the Commercial Driver Licensing Office. (The purpose of next-day appointments is to offset no-shows and last-minute cancellations).
- Appointments for Saturday hours open at 4:15 p.m. on the Wednesday immediately prior to the Saturday. View the Saturday schedule.
- Please schedule only one appointment per person.
- As of May 7, 2025, Federal Real ID enforcement is in effect. Are you Real ID Ready?
- The Instruction Permit Test is now available online.
- Order a duplicate driver license or instruction permit here.
- In-person written tests are only offered on the days and locations below:
- Kapalama Driver Licensing Center on Tuesday, Wednesday, and Thursday.
- Kapolei Driver Licensing Center on Monday, Wednesday, and Friday.
- Koolau Driver Licensing Center on Monday and Friday.
- Wahiawa Driver Licensing Center on Tuesday and Thursday.
- Waianae Driver Licensing Center on Tuesday and Thursday.
- NOTE: Effective Dec. 26, 2025, the completion of a state-approved basic safety rider course is required prior to applying for a Class 2 permit to operate a motorcycle/motor scooter on State of Hawaii roadways. (Act 66, 2025).
MUST PROVIDE ACTIVE MOTOR VEHICLE DEALER LICENSE
- Two (2) registration review appointments per dealer per week
- Two (2) complete vehicle registration transactions per appointment
- Must present MVD License and DCCA listed Dealer Name
- Document reviews within appointment window only
- Completed transactions available for pick up 24 hours after drop off
APPOINTMENT REQUIRED FOR BICYCLE AND MOPED REGISTRATION SERVICE
- Appointments for bicycle and moped service are at Window 16 and 17 in the Kapalama Driver Licensing Center.
- Starting June 01, 2025. The bicycle/moped registration section will be opening Monday to Friday. 8:00 to 12:00.
- Alternatively, bicycle and moped services are also available by appointment at all satellite city hall offices.
- Payment must be in the form of cash or check.
